After careful consideration and an evaluation of the program, MSU Culinary Services has determined that Eat at State Bucks will no longer be sold effective July 1, 2018, at the start of the new Fiscal Year.
In March 2018, the MSU Office of the Controller updated Section 44 – Issuing Gifts, Gift Cards, and Prizes of the Manual of Business Procedures to clarify policy and ensure compliance with IRS rules and regulations. Within Section 44, it now states that “Gift cards are defined as any card with a specified dollar value. The dollar value of the card is irrelevant as any amount is considered taxable. This includes retail cards, VISA or debit style cards and Spartan Cash. Providing gifts cards to employees will require reporting through payroll via an additional pay form.”
Since the policy clarification, and the transition to offering Eat at State Bucks only for public sale and not for MSU departments to charge to an account, the Culinary Services team has closely tracked sales to monitor impact. Over the course of three months, only $25 in Eat at State Bucks were purchased.
Any Eat at State Bucks previously purchased and distributed will be honored at participating locations (residential dining halls, Riverwalk Market at Owen, the Eat at State ON-THE-GO Food Truck, Sparty’s, Sparty’s Market, Starbucks, Union Food Court, UP Pizzeria at Crossroads Food Court at the International Center, MSU Bakers, Concessions venues and Spartan Linen Services).
